Hi @CM-Steem,
I can translate it in french if you need. I already translated the grc wallet (see development branch) and you can see some of my translations on my profile here (most based on grc).
For rates, I think translating the entire whitepapper for 100SBD (or the equivalent in GRC if you prefer) is fair but it's also an honour to participate so make another offer if you think it's too much...
