A steemDAC ?
User on-boarding is identified by most participants as THE single biggest issue facing steem at this point. "Steemit is broken" we hear. And also: "We can't grow to millions of users if we can create a maximum of 7 or 10 or 15 accounts per day". And especially: "We are building a Decentralized Autonomous Community here"

we should make the accounts easily but with no value so if you get only the right to post until you get up to 1 steem then the right to comment until you get to 2 steem and then the right to upvote
