Actually I don't like to get into such debates about the scripture because it doesn't bring righteousness neither does it make anyone save. And the bible encourages we don't get into such debates as well Titus 3:9.

Firstly, there are several ways recorded in the bible by which men received The Holy Spirit.

In the Old Testament,

Deuteronomy 34:9
Now Joshua the son of Nun was filled with the spirit of wisdom, for Moses had laid his hands on him; and the sons of Israel listened to him and did as the LORD had commanded Moses.

Moses had to lay his hands on Joshua as the Lord had commanded him. In the New Testament,

Acts 8:17-19
Then they began laying their hands on them, and they were receiving the Holy Spirit. Now when Simon saw that the Spirit was bestowed through the laying on of the apostles' hands, he offered them money, saying, "Give this authority to me as well, so that everyone on whom I lay my hands may receive the Holy Spirit."

And after Saul who became Paul has encountered Jesus, He became blind and Ananias was sent to make him regain his sight and give him the Holy Spirit through laying of hands

Acts 9:17
So Ananias departed and entered the house, and after laying his hands on him said, "Brother Saul, the Lord Jesus, who appeared to you on the road by which you were coming, has sent me so that you may regain your sight and be filled with the Holy Spirit."

This was an act in the bible where Paul met some certain disciples and who believes but didn't know about Jesus nor the Holy Spirit. Paul led them to Christ and laid his hands on them so they can receive the Holy Spirit.

Acts 19:1-6
While Apollos was at Corinth, Paul took the road through the interior and arrived at Ephesus. There he found some disciples and asked them, “Did you receive the Holy Spirit when you believed?”
They answered, “No, we have not even heard that there is a Holy Spirit.”
So Paul asked, “Then what baptism did you receive?”
“John’s baptism,” they replied.
Paul said, “John’s baptism was a baptism of repentance. He told the people to believe in the one coming after him, that is, in Jesus.” On hearing this, they were baptized in the name of the Lord Jesus. When Paul placed his hands on them, the Holy Spirit came on them, and they spoke in tongues and prophesied.

All these scriptures above proves that laying of hands gives the Holy Spirit.

Jesus Christ said in

Mark 16:17-18 (NIV) "And these signs will accompany those who believe: In my name they will drive out demons; they will speak in new tongues;.."

Please take note He didn't say "In other tongues" but He said: "in new tongues." We have to understand that part of the scripture too.

In the scripture you cited above, Acts 2:5-8, the disciples spoke in "other tongues" which was the tongue of men for one purpose which is clearly known, to be able to minister to all them gathered there that day because they were from different places. God is the number one soul winner and He wanted to win souls to the kingdom. Read through Acts 2 and see how Peter started preaching and in

Acts 2:37-41(NIV) When the people heard this, they were cut to the heart and said to Peter and the other apostles, “Brothers, what shall we do?”
Peter replied, “Repent and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins. And you will receive the gift of the Holy Spirit. The promise is for you and your children and for all who are far off—for all whom the Lord our God will call.”
With many other words he warned them; and he pleaded with them, “Save yourselves from this corrupt generation.” Those who accepted his message were baptized, and about three thousand were added to their number that day.

About three thousand persons repented and accepted the Lordship of Jesus that very day. That was the purpose of "other tongues" they spoke. I remember my Pastor in Church preaching and told us about his experience some years ago; he went out to preach the gospel of Jesus Christ and he met two men who weren't understanding English at all. He wanted to live them and he heard a voice saying he should speak to them, and immediately, he started feeling the promptness to burst out in an unknown tongue and when he did, the two men started crying and gave their lives to Christ that day. According to my Pastor, he didn't even understand what he was saying but the men could and only God knows what He told them that day.
Obviously, that isn't different from what happened in the bible says.

Now, in

1 Corinthians 14:2 For anyone who speaks in a tongue does not speak to people but to God. Indeed, no one understands them; they utter mysteries by the Spirit.

Mind you, the Bible says in "a tongue" and not in "other tongues." That's succinct enough. Now in

I Corinthians 14:23 So if the whole church comes together and everyone speaks in tongues, and inquirers or unbelievers come in, will they not say that you are out of your mind?

This is also clear enough. Apostle Paul was teaching this things about Speaking in tongues because of unbelievers. And in churches today, we see unbelievers really persecuting church or people that speak in tongues like its a sin. Apostle Paul said not to speak in not because everyone is not entitled to speak it when he or she wants to communicate with God in the spirit, but because of unbelievers who needs to be saved. Also in

1 Corinthians 14:18-19 (NIV): "I thank God that I speak in tongues more than all of you..."

In the scripture above, Apostle Paul was bragging that he can speak in tongues more than everyone. This is how importance and relevant the speaking of tongues is to every Christian. Hear me and hear me well, a Christian who wants to live a victorious life must be speaking in tongues. And if a Christian doesn't speaking in tongues, he should ask of the Father and he will grant him the Spirit without measure. Mind you, anyone who speaks in tongues does not need to understand the tongues because it isn't human language, it is the language of the Spirit and when men hears it, they call it rubbish because the things of God are foolishness unto men:

1 Corinthians 2:14 The person without the Spirit does not accept the things that come from the Spirit of God but considers them foolishness, and cannot understand them because they are discerned only through the Spirit.

My brother, the God never changes. He is the same yesterday, today and forever. What He did before, He can do again. And if He hasn't done it before, He can do now. We don't serve a God with limit. There is more to God than the natural mind can comprehend. Saying that you don't think speaking in tongues happens today is really funny. Thinking people just blab or babble and pretend is also funny. Please you don't expect to understand what people say when the speak with new tongues. People that speak with new tongues doesn't even understand what they are saying.

Just to add, you may say not all Christian should speak in tongue or given the ability to, that's why you can ask of the Father what you want and He will grant it to you because He loves you. Apostle Paul has all the gifts. And you can ask for the gifts you want from the Father as well. You can even ask Him for the gift of interpreting tongues and He will grant you. So for this, I can boldly say, it is possible for all Christians to speak in tongues. Very possible. But just because a Christian doesn't speaking in tongues does not mean he or she will not make heaven. But o would advice all Christians to ask God for the ability to speak in tongues!!!!
