All Christians receive the Holy Spirit when they're saved. The more they mature in Christ the more of the Spirit they receive.

What happened at Pentecost was a one time event in one respect:

(Acts 2:5-8 NIV) Now there were staying in Jerusalem God-fearing Jews from every nation under heaven. {6} When they heard this sound, a crowd came together in bewilderment, because each one heard them speaking in his own language. {7} Utterly amazed, they asked: "Are not all these men who are speaking Galileans? {8} Then how is it that each of us hears them in his own native language?

Paul said this about speaking in tongues in church.

(1 Corinthians 14:27-28 NIV) If anyone speaks in a tongue, two--or at the most three--should speak, one at a time, and someone must interpret. {28} If there is no interpreter, the speaker should keep quiet in the church and speak to himself and God.

I've never seen someone speak in tongues. I was in church once when a singer sang a hymn in Spanish. He said afterwards that he doesn't know Spanish and that it was a work of God. That's probably true. But to speak in an unknown language for no one's benefit. I don't think that happens today. I think people babble and pretend to speak in another language.
