Yes, Depending on interpretation. That and whether or not you are posting something that Steemit Inc doesn't want seen.
I honestly don't see them enforcing it except as an excuse to remove posts they don't like from being shown on steemit.com. After all it would be awfully boring for everyone to talk about steem or themselves.
