Delegation is when you divert some of your Steem Power (not Steem, but Steem you have powered up) to an account. The more Steem Power someone has the greater their upvote.
steemworld.org/@wakeupkitty and click on delegations. You can see the incoming or outgoing delegations there. In this case, they are asking for 50 SP delegation to get the upvote to $0.05.
