Is because the price of Steem decreasing so makes many writers not working to create good content?

First of all i believe that a writer should first focus on creating a good contents irrespective of what is occuring on the steem blockchain but sincerely the price of steem which became

bearish for a while now sincerely has affected the physochology of some writers on the steemit platform,it has affected them in the sense that they have become a bit discouraged to keep

creating more contents on steemit for now because they feel that the recent low price of steem is making their contents on steemit to earn less and also get less attention due to the lack of interest by some sad investors on the steem blockchain...so yeah the answer to your question is "yeah to an extent".....
