Problems with votes

I encounter the following problems with votes:
- Votes on paid out/expired content - these do not affect rewards or reputations, but do cause distraction, annoyance and spam the blockchain.
Such votes should be disabled. - Tiny fractional votes - These should not be disabled, and I prefer the current linearly proportioned rewards of HF18 "equality" over the former quadratically proportioned rewards, but these too spam the blockchain, distract and annoy.
There should be some discouragement against them.
(a solution to it may hurt your favorite villain- the bidbot operator/owner class ; Not that this is what I strive for, but I know this mention may put chillis below your bottoms - this is meant for the steem devs and their patrons whom might read this)
Both types of votes usually come from users whom try to fool the receiver into gratitude and get some return vote with real value.
The votes of type 2 are also used as means of probabilistic automated frontrunning for curation, and for other means, such marking and prevention of deletion, and possibly others still.
Remark:
The title may refer to the not so rare occasions, when votes can not be cast.

You are active in STEEM, and make STEEM anyway.
True that having more STEEM will make it easier for you to make more STEEM, but it is risky to be entirely invested in 1 asset.

While #1 can be seen as a problem, to me it seems that disabling isn't addressing the real problem that the ineffective vote isn't charged to the caster's VS.
Charging it to the caster's vote quota may be a solution, but with steemit's and busy's deceitful interfaces it may create a worse problem, when people honestly try to vote content while they think it is their last opportunity, while the opportunity had already passed, and they still pay for it.
is #2 not a problem?
