Well, the top20 are the governance, the rest of us are "backup witnesses".
No committee on the side outside of the protocol replaces the governance of Steem.
So, yeah, hopefully we are at a stage where short term wham bam thank you mam profits are a thing of the past and long term solutions are looked at.

there should be a website where all witness candidates clearly display a standardized manifesto so that everyone can see the difference between each witness
I've tried to get it working, with the account @witnesspage resteeming all posts by witnesses with any one of the following tags:
witness
witness-category
witness-update
and likewise have just recently got a webpage to go with witnesspage.com
More so for new Steemians for now, to help them better understand the real role of witnesses as per the protocol.
Without any "opinions" or anything that isn't 100% as per the code/protocol.
Unfortunately, I'm not one of the cool kids or rich kids in town, so it kinda is all ignored, even if it does all fill in a lot of the gaps that existed til not all that long ago:

Simple, follow @witnesspage.
Problem solved, theoretically, however no witness has any responsibility to issue a regular update, it is all just a "moral" obligation to Steemians and nothing more than that.
