Moderated communities are probably coming...eventually. We'll see how the pace of development goes. Past experience is not entirely encouraging, though there does seem to have been some improvement.
Ned claiming in April 2017 that Communities will release in 2 months was the final straw*. So, I'll believe it when I see it.

Sure, that was part of the 2017 roadmap to nowhere, along with the steemit.com mobile app.
