I’m not a techie, so not sure if what I’m about to share is along the same lines of what you’re contemplating...
But what is being put together over on Holo sounds like what you’re talking about.... maybe..?!???

In any case, I think the building of the Holochain will be completely decentralised in that everyone who operates a Holoport (small server that people own and have) is essentially creating a completely decentralised system.
Check it out, would love your feedback on it. Perhaps we could even use the ideas and bring them over to Steem? Imagine if every Steem user had a ‘Steemport’...?!?

Just from what I read on that blog post.
