It is certainly anticipated that the launch of smart media tokens will most likely increase the value of steem. But whether it will help Steem go up to the top 10 spot is not something that can be predicted.

In order to reach the 10th place, Steem will have to increase in value by around 6 times its current value. That is not something that can happen overnight (technically it can but that would be market manipulation). After SMT is released, then its adoption will determine the price movements of Steem.
If many companies decide to use Steem's SMT to launch their own token, then a horde of Steem will be brought by them. This will increase Steem's market value greatly. Even if SMT is a huge success, I really doubt that it will shoot Steem to the top 10. However, hoping that it sends Steem to the top 20 is quite reasonable.
