Dev.to is a blog for mostly developers. But there is a T&C:

Content Policy
Users must make a good-faith effort to share content that is on-topic, of high-quality, and is not designed primarily for the purposes of promotion or creating backlinks. Additionally, posts must contain substantial content — they may not merely reference an external link that contains the full post. This policy applies to comments, articles, and and all other works shared on the DEV platform.
DEV reserves the right to remove any content that it deems to be in violation of this policy at its sole discretion. Additionally, DEV reserves the right to restrict any user's ability to participate on the platform at its sole discretion.

So, if you cross posting there, it is likely your account will be suspended.

Why you cross post?

Why you cross post in the first place? It is up to the users to decide where and what the content he/she would like to be. Of course, the website has rights and can have the T&C.

Cross posting for me has a few advantages however it might be bad for SEO (Search Engine Optimisation):

to have more copies of data. It is like backing up data in multiple locations. Having a single copy is not safe.
to have fans and traffic from difference source. It is normal nowadays for videos to be posted in places other than youtube.

Why you should consider steemit?

At steem, you own your words. And you earn curation by voting or/and writing good content. Your content will not be deleted from the steem blockchain.

At dev.to, your don't control your words. Your account may be suspended, and you can't do much with it. And most importantly, you don't earn a sh*t by posting on dev.to - it is still Web2.0 model, where you contribute value to a centralized platform, and one day, the site may be down, and all your content will be gone.
