The writers had an idea. Idea to make Hitler rant about crazy stuff that happens all around the world. They had few rant ideas, maybe ten, but in order to make all that happen and get other people to make similar Hitler rants videos, they first needed to get funding and famous actors. And how to get funding and famous actors? Make a movie. A good movie. So they started with this scene and the rest of the movie script had to be built around it.

And as soon as the movie was out, they published their first Hitler rants video. Oh the joy! For the whole time they had been squirming in agony because they had their amazing rant video ideas, but they had to wait until the movie was finished.
