Is it complete? No, but there is a chance to win this scenario. I managed to win on mega-brutal even with getting pretty bad symptoms. So it is possible.

This scenario is already pretty complex as I am using symptoms as something that can hurt your progress. I do not think developers were thinking about it like me. You have to devolve them or they will lose you the game. So it is also about planning into the future.
