Part of the reason why there was not any distribution of rewards immediately was to accumulate data and see how people used the system. Without having data, the Steem developers could not know if it was reasonable or could be gamed or was 'fair', etc.

Also, the July 4 mega-payout was probably done from a marketing perspective, but only as an after thought, due to the reasons above.
