Great idea. I like the anti-bot measures. Encouraging relevant comments and links would make it more interesting.
If you add in the trickledown idea I posted yesterday to your idea, the added voting power could also flow through commenters who add to the discussion too. Giving the cool people who post interesting replies more voting power to distribute across the board.
