We are planning to run the May #SPUD4STEEM under the current guidelines, however going forward a bigger emphasis is going to require winners to set their post rewards to 100% power up while they have a Delegated prize in their possession (21 days).
At the moment they can set to 50/50 and gain huge SBD's and $ can leave steemit.
We are seeing exactly what you are talking about
And for buy-ins it would need to be genuine buying as opposed to just sending it to the exchange one week and bringing it back to the platform to power up the next week.
It defeats the true purpose of #SPUD4STEEM
Maybe we should do Dolphin of the Week awards with big rewards...

Anyone who reaches Dolphin status (5K SP) with at least a 10% power-up, and who hasn't been powering down in the past month, could get a tasty upvote from @steemcurator01...
And be using their SP for manual curation.

It would be interesting to know how much of the STEEM was actually bought on Exchanges v just powering up liquid rewards.
