I'm going to use the node-js library steem-bot (allows you to automate stuff on steemit), and have a database on a website that allows users to mark good and bad stuff.
I suggest to just get something going, and if you can show something that kinda works, I am sure someone might delegate some SP that way... a lot of stakeholders do support such initiatives.
