Good or bad news depending upon your point of view. We were planning on changing it to 24 hours at next hardfork (due to much demand), but delayed. Looks like part of the change escaped review.
@thecryptofiend The next Hard Fork's was intentionally going to change the voting payout time back to 24 hours from 12. The intentional issue is that somehow in HF 13 which was just rolled out today, the voting payout time starts at 12 hours but was just bumped to 24 hours with an upvote.
Really depending on how you look at it this is either a good or bad thing like @dantheman said. Some people will want their 12 hour payout's but may now have to wait 24 hours, and others will be able to bump the time to a 24 hour payout if they're looking for a larger more immediate payout. The schedule used to be one payout at 12 hours, and one at 30 days but if you check the pay out timer on the post right now it says next payout is in 22 hours.
Regardless, the ability to bump the payout time from 12 to 24 hours was not supposed to work in this fashion and is unintended which is why this test post exists.
@complexring If you could give us an update after the payout cycle ends so we know how it's currently working as of right now, it would be much appreciated. :-)
@alifton OK thanks for the explanation mate! Just realised there was a hard fork when my miner stopped working and had to update it to get it running again. I should probably keep a closer eye on github!
everything that is wrong with steemit, also if dan or a whale don't notice you then you are screwed :( i spent 4 hours writing content and it just fell of the trending list :( hard work does not pay here at the moment :( check my last post and you will see what i mean :( this post has received more attention than a post that took me 4-5 hours to write :( :(
I feel you, I think this post still has more votes and has earned more dollars than all my previous blog posts combined... and I have written around 20 or so.
I'm not sure what the solution is... you need to get one of your posts noticed by a whale so it gets trending then lots of people will follow you and your odds of getting more posts trending go up significantly...

Can you please explain how your test is done and where you collect the data. I have read that some people just vote without reading the post, if that's happening, then hopefully the Dev's can stop this abuse.
payout time has changed. back to 24 hour. without upvoting yourself.
i am checking new posts. The one without upvotes at all have 12 hour payout time. the rest of posts with min one upvote go automatically to 24 hour.

Payout time was 12 hours. Then I upvoted (with 1%!!!) and payout time changed to 24 hours.

That is called building an audience and it usually takes years of hard dedicated, consistent and persistant work. But you can do it.

i created a normal post with this title and with the tag spam, unchecked the auto-upvote box, and clicked post.
then, i checked the payout time by clicking the arrow that tells you reward amounts and also checked on steemd.com. payout time was 12 hours.
then, i voted with 1% which immediately changed the payout time to 24 hours.

Yes i think so, and i think is better for those who are not so visible, It gives them more time of collecting votes.
