Yes, moving smarts out of any previously qualified address would make the address not qualified for the immediate round of smartrewards. The address would qualify for the following one if by the next snapshot it has at least 1000 smarts. As long as you are not buying directly from an exchange to create a smartnode you would always have to miss out on a smartreward -the immediate one or the following one.
