I am so sorry about your mom, but it looks like the good steemians came to her rescue.
I saw you think she clicked on a wallet memo. I looked and only saw one from about two weeks ago, but it looks like that is a dApp on our blockchain. I do not know who you could report this to, but I think you should try to find someone. If they are here and stealing from people, I HOPE there would be some way to kick them off the chain.
