I've often wondered if this could be an effective strategy for taking out your competition. It seems very, very blackhat though.
Are there actually marketplaces for doing this, or is just a matter of buying really crappy backlink gigs from fiverr?
There are forums like BHW where the services are available. You just have to read the reviews of those service and if you find it obvious that their network is caught and people report negative ranking, then there you go.
and yes, Links gig from Fiverr are often enough to harm your competitor's ranking.
