This is the name Suhas Ralkar gives to the process he uses to create his ECCO reactor foil and fuel
For many, this spelt out acronym 'RUBIIT' may not make a lot of sense, but what if these ions were charge clusters that have captured large amounts of energy from the vacuum, and then these charge clusters are stored safely and stably in the raw material fuel powders? A fuel that is generated after 200 hours of high energy, cross-axis focused, bubble cavitation.
What if the reactor, with its non-linear high energy 2000-2400V, 1 MHz pulsed glow discharge, is gently releasing this accumulated and stored aether energy? After all, Suhas does say that a spark will destroy the reactor, perhaps that is because too much of this stored energy is let out in one go, lets face it, how explosive can a little normal hydrogen and some Nickel, Titanium and Carbon alone be?

The resonant ultrasonics in water cause cavitation. Kenneth Shoulders says that charge clusters happen in cavitation because the forming bubble creates charge separation, this environment ultimately causes energy to precipitate out into electrons. The charge clusters can entrain ions. When the bubble collapses on the surface of a segment of ECCO fuel, this forces the whole package into the fuel grain, hence

Note that an ion can be as simple as a proton that is formed in the plasma as the bubble collapses.

Shoulders says charge clusters in cavitation are cause by the forming of the bubble which creates a charge separation and there is also plasma produced, the combination will form charge clusters. The charge clusters can entrain other charged ions and render them massless and without inertia - the collapsing of the bubble on a surface causes a re-entrant jet which leads incredible velocities, since the ions in the charge clusters are massless, this means they can accelerate very abruptly, in ECCO fuel production, the idea maybe that the captured Aether energy is then 'implanted' into the fuel components in whatever form it is taking, water crystal or not.
