From my understanding of the situation, it isn't that the rubidium takes on a negative mass, rather that is behaves in an anomalous fashion while still actually having mass. The title of the source article is a bit of a misnomer
Correct. In fact, they created negative virtual inertial mass. It is negative because it seems to oppose the Newton's 2nd Law and virtual because it is not the real mass of the rubidium atoms. In fact it has to do with the manipulation of the spin-orbit coupling. That's how the manage to create some strange phenomena above certain limits.
