You can't actually stop AI development. It's a part of arms race now. If the USA listen to Musk, Russia and China will win.
So AI will become smarter and smarter. The only chance for us to survive is upgrading (especially neural prostheses). It may buy us some more time.
And then we will be gone. Hope nonbiological inhabitants of the Earth will be happier and more peaceful than the 'wise' animals (sapiens).
Facebook did not shut down AI bots for changing their code.
Facebook was testing the use of AI as chat bots for support and stuff like that. They shut down the bots because they had formed a more efficient way to communicate, while diverting from the language they were supposed to be training in. NOT because they were "getting too smart" or anything shady like that.
AI will eventually get there, but we're not quite there yet. :)
