Yes, the math behind it is not to let the minnows who has a $0.00 100% weight be excluded from the tiers. They are indeed the ones needing the most support. We just had to implement the rule since many users with loads of Steem Power and Voting power was showing "support" by a 1% upvote worth nothing. Thus just upvoting to show that they upvoted. The whole Qurator model is based on support we get from the community. The more support we get, the more support we can give. =)
