What can be done to stop racism?

Despite many efforts in stopping racism, it keeps growing. It is time to look at it as something else.
Mass enlightenment - The public should be enlightened on why racism should be churned. The Say not to racism phrase should be included at the end of music videos, films to reach wider audience. Public campaigns should be done on the effect of racism and so on.
Heavy fines- Imposing heavy fines on people found guilty of racist chants or abuse. The heavy fines should run into millions of dollars. This will limit people because most of them know that, they will have to pay through their nose to pay the fine.
The last option should be Categorising racism as terrorism. It may seem a little bit harsh, but yes. Harsh rules are needed if all the other options fail
