The reason is because the people upvoting have more steampower.
So if you take 1000 minnow votes from people with very low steempower lets say 1000 steempower. Those 1000 votes will not even come close to the same payout as it would if you received one Whale vote.
The more steempower the more your vote is worth.

Yes, I believe that's true. It's all about steempower, it takes quite a bit of effort to increase your steempower.
