If you're asking what is the difference of the staggered resteem...The difference is that if I pay for or get a free resteem from someone, I usually get it right there when I request it which could be 10am EDT for example. This would put it at the top of someone's feed that follows that person resteeming it. If it is staggered across many accounts and done at random times during the day, it will be at the top of different people's feeds who I might not normally reach because I can't be online during that timeframe.
