I read a bit about the project and want to know more about it and found following video:
In the video the guys, incl. Mr. Kendal, @anarcotech , @starkerz , (Big thanks to all of you!) explain what you can do to promote Steemit in your local area, to organize PromoSteem meetings, teaching the people, get followers who you know personal.

I still dont know why there is the need of promo steem
Easy, to learn how to gather people from the area you live, teach them in meetings about Steemit, you get followers you know personal, go to the website https://promo-steem.com/ , READ it, look the video, then you will understand better.
