That's a great way to distribute your votes. If more whales did this, we would see more satisfied users, cuz a lot of whales are not giving back to the community or at least not enough.
The circle jerk voting is really a problem and it's holding the whole ecosystem down, while we could be going high all the time!
Hopefully the message will be carried out to the big "players" of Steemit and we will see some better voting distribution, because like you've said, it's a win - win situation for everyone!
