Do you feel that the steem blockchain should be able to be moderated for extreme harassers?

Not blocking the blockchain. Why would you think that?
Blocking people from bothering you, like mute, but more power to reject them from your property (blog page). Trolls can go bye bye back under their bridge for attention.
