When a man is pulled over by the police and he doesnt have a weapon and he is shot for no reason, does he have the opportunity to "defend himself" ?

With no weapon, he doesn't, no. Ergo the right to self defense at all times.

The answers are easy, if you ask the right question.

Drilling down into specific details detracts from the principle.

It's the principle that is important.

Everyone has the right to self defense. No 'shades of gray' areas.

Work from that principle, it becomes much clearer.
Anything getting in the way of that principle, automatically negates a fundamental right.

Interesting "the right" I don't think learning institutions are the place or environment to have guns. Lethal tools used to kill and intimidate. Some schools in New York have metal detectors, why you ask?
Because students were bringing guns to school. Why not have everyone bring guns to school, students too. They too have the right to protect themselves.

If the student are adults - yes they do have that right.

If they are not adults - it's not their right - that's the adults job to protect them.

It's a fundamental difference in perspective.
