Shady in Haiti 1 & 2 recognized multiple prison construction projects funded by United States Agency for International Development (USAID) in 2016-2017. DFS Construction LLC was awarded a contract to build Fort Liberté prison near the Clinton Caracol Industrial Park (CIP) in the northern region of the country.

DFS Fort Liberté Prison

In the city of Fort Liberté (North Department), an area replete with archeological treasures and close to the Clintons’ Caracol Industrial Park, the Maryland-based company, DFS Construction LLC, one of the “friends of Bill,” finished a 31,000-square-foot high-security prison in August 2016. The initial bill was $5 million, but the cost ultimately rose to $8 million, all of it aid from the US via the INL and USAID.

DFS Construction LLC is the sister company of Diplomat Freight Service a worldwide shipping company with headquarters in Annapolis, Maryland and Dubai, UAE.

Shady in Haiti 2 - DFS Prison Construction

Looking through the USAID spending records at USAspending.gov I was able to find contracts awarded to DFS from 2010.
In 2010, the year of the devastating Haitian quake, DFS completed contracts worth over $3.7 million. Only this time, the contracts were not issued for construction projects, they were for passenger flights.

Diplomat Freight Services

Here’s a breakdown of DFS 18 transactions for USAID in 2010. DFS carried out contracts in Florida for $160,000 and Maryland for $60,000 but the location of the vast majority of contracts, $3.5 million, is filed as “N/A” (not available).

Air passenger services $1.7 million

It seems that 2010 was a very good year for DFS as the company increased the value of their USAID contracts by 6 times.

USAID contracts 2009: $600,000

USAID contracts 2010: $3,700,000

USAID contracts 2011: $1,600,000

The bulk of DFS services in 2010 was not air freight, but air passenger services valued at just under $1.7 million. Aside from passenger and air freight services, the remaining categories also raise eyebrows. Just what exactly is meant by half a million dollars in ‘advanced development’ or a comparative amount spent on the ‘air charter of things’?

According to DFS' parent website, the Diplomat Group, the company supplies a full range of aviation services. These services include rapid disaster response capabilities and passenger transportation among a number of transport related services.

We work alongside Governments, Militaries, NGO’s, Airlines and Commercial companies to get cargo and people when and where needed. We constantly succeed in delivering time critical and cost effective solutions for our clients.

Having people on the ground in some of the most inhospitable environments across the region gives us a unique edge and understanding of the real issues and requirements of getting the job done.

The website ‘About page’ also provides a list of countries where the contractors have previously conducted operations.

Globally, DFS Middle East is a member of the worldwide Diplomat Group of Companies, headquartered in Annapolis, USA with associated offices in the United Kingdom, Canada, Iraq, Pakistan, Colombia and Indonesia.

Interestingly, many of these countries such as Iraq, Pakistan and Columbia are also countries where DynCorp has, or has had, major government contracts.

DFS also is in the business of transporting weapons and explosives as they detail the company's past experience on their site.

Is there a connection between, DynCorp and DFS?

The answer to that question is a definitive – Yes.

According to Bloomberg, DFS clientele includes USAID, the State Department and DynCorp.

DFS Middle East

DFS Middle East operates out of Dubai where charter flights of personnel/cargo/supplies are regularly made to Bagram Airforce base in Afghanistan. By all accounts, it appears to be a popular route for transporting government contractor personnel and supplies.

DFS Flight Schedule Afghanistan Webio.png

DFS Middle East, which provides flights for various civilian personnel involved in the U.S.-led war in Afghanistan, made the announcement Wednesday in a notice to customers alerting them of a ticket price increase.

The price increase quoted above relates to a decision by DFS to no longer fly over Iranian air space after an incident where one of their chartered flights was forced to land by Iranian officials. The Boeing 737 carrying 140 people was diverted and forced to make a brief landing in Bandar Abbas Iran.

The U.S. State Department said the plane was forced to land due to a “bureaucratic issue.” DFS said in its statement Wednesday that the flight was diverted “for an unspecified reason which was an uncomfortable situation for our passengers, the airline and everyone involved.”

The plane took off three hours later and landed in Dubai without incident.

The plane carried the logo of low-cost carrier FlyDubai; a spokeswoman for DFS said she wasn’t at liberty to explain the arrangement between DFS and FlyDubai, noting that the latter had yet to release a statement on the matter.

This is a curious detail, why is DFS flying covertly under the flag of FlyDubai?

DynCorp and DFS

Under normal circumstances, these details about a freight shipping company would seem rather uneventful, however the connections to DynCorp, and DynCorp's shady past, warrant additional scrutiny.

Brief Summary of DynCorp's shady History

  • Sex / human trafficking in Bosnia
  • DynCorp involvement in CIA rendition program
  • Over-billing/ Defrauding the US government
  • DynCorp abuse in Columbia / chemical spraying in drug eradication
  • Kunduz Dancing Boy incident in Afghanistan
  • DynCorp supplied/trained UN Peacekeepers

As we have seen, DFS operates in countries where DynCorp has a history: Iraq, Afghanistan, Columbia and Haiti. DynCorp has been very active in Haiti since the 1990s and has received State Department contracts for training the National Haitian Police as well as supplying and training UN peacekeepers in the country.

Shady in Haiti: DynCorp Infiltration of Haitian Police Forces

Both DynCorp and DFS have been awarded contracts for prison construction in Haiti. In addition, both companies specialize in aviation and transportation in 'conflict zones'.

Returning to the issue of the 2010 USAID "N/A" passenger service contract valued at 1.7 million, just who were these passengers and what were the destinations?

Seeing as the Haitian earthquake was a priority in 2010, it's likely that some of these passenger flights were bringing personnel into Haiti as part of the humanitarian relief effort. This is speculation, but if they brought personnel in, did they also transport people out of the disaster area? It's impossible to say, but the idea is troubling considering that DynCorp and USAID hire DFS and knowing DynCorp's history of sex trafficking.

DFS Gallery

If you visit the DFS website there's a photo gallery displaying the company's range of capabilities. Along with photos of their transport aircraft, there are photos of Tanzanian children in the gallery wearing DFS insignias and also photographs of what appear to be Afghan boys gathered around a boy holding the DFS logo.

Remember, DFS was forced to land in Iran and it was discovered that they were flying under the banners of FlyDubai.

Dubai's Human Slave Trade

"as many as 30,000 boys from South Asia and Africa"

[Sheikh Mohammed bin Rashid al-Maktoum]

DFS Middle-East is headquartered in Dubai where they provide charter flight services to Iraq and Afghanistan, among others. Dubai is also home to one of the most most egregious cases of human trafficking in recent times, involving an estimated 30,000 young boys from Africa and Asia.

Dubai's ruling family has been served with a class-action lawsuit in the United States accusing them of masterminding an international child slave trade to provide jockeys and attendants for the popular desert sport of camel-racing.

The suit names both Sheikh Mohammed bin Rashid al-Maktoum, the crown prince of Dubai, and his brother, Sheikh Hamdan bin Rashid al-Maktoum, as being "the most active participants" in the slave trade, which was described and denounced in a US State Department report on human trafficking last year.

uae-54532.jpg

According to the suit, as many as 30,000 boys from South Asia and Africa could have been victimised in what it calls "one of the greatest humanitarian crimes of the last 50 years".

"Because camel racing is extremely dangerous and arduous, especially for children," the suit says, "the Arab sheikhs would not make their own children jockeys and trainers. The sheikhs instead bought boys who had been abducted and trafficked across international boundaries and enslaved as young as two years old...

The camel jockey scandal is not widely known in the west but many people are aware of the horrible slave like conditions for migrant workers in neighboring Qatar in preparation for the World Cup. However, what the camel jockey scandal demonstrates is the existence of a massive market for child trafficking and once more it originates with the ultra wealthy elite.
The boys caught up in this nightmare slave trade suffered more than just harsh conditions, many of them were sexual abused as well.

The State Department said some boys complain of sexual abuse, and others are beaten. "Many have been seriously injured and some have been trampled to death by camels," the report said. "Those who survive the harsh conditions are disposed of once they reach their teenage years. Having gained no productive skills or education, scarred with physical and psychological trauma that can last a lifetime, these children face dim prospects."

Conclusion

I have attempted to loosely present some of the puzzle pieces together here in the hope that others may be able to fill in some of the gaps by investigating further. It's no secret that I have followed George Webb's investigation very closely and he has postulated on various rat lines of drugs, weapons, oil, human trafficking and organ trafficking. Furthermore, he has suggested in the past that the Middle East is a destination point for many trafficked children. By tying DFS shipping and prison activities to known sex traffickers DynCorp, I believe I've demonstrated, at least in part, how these entities might possibly be connected to a global trafficking network having the means of transportation, holding facilities, history of trafficking and incentives to do so.

More great stuff, my friend! Nothing spells aid like a few new prisons!!! It just gets bigger and bigger!

Lol, i shouldn't laugh but that's Haiti in a nutshell....humanitarian aid in the form of new prisons and the aid money goes to US contractors to build them...ffs!

I started researching the Clintons back in the 90's when Hillary was doing her healthcare "plan". Bill is a master of juggling the books and laundering money! His ADFA was a masterpiece... Haiti is the same plan on a globalist scale. If there's a buck to be made- the Clinton's will figure a way to get their 10% (at least)

Good layout of the evidence. The diplomatic community is one of the oldest parts of government. They have complete immunity.

Cheers! Yes, the diplomatic immunity is an important element. In Part 2, I floated the topic about immunity. Diplomatic immunity historically has involved the 'diplomatic pouch' but today immunity can be granted to larger cargo as well, including freight containers!
