New Estonian capitalist developments on Soviet remnants

As some of you might know, I was in Estonia some days back learning about the history and development of post socialist countries. This architectural pallet was spotted near the coastline in Tallinn and this is not the only new developing project in this area. Actually this coastal area in post-Soviet territory is often strongly developing as there were no previous constructions or public uses of the land. I'll let you think about why these lands were not used in that time while you scroll down.

So, could you think of another reason why coastal areas might not be used in Soviet times? Let me know what you came up with! 

These buffers near the cost were most often military zones. This made that citizens had no business near the coast so they could make no attempts to "escape" to other countries. Nowadays, since most land got privatized and economy booms, these lands became available for new developments such as this apartment block. At least it is creative and offers something for everyone's taste.
