That's a lot of cars trying to drive in and out of the train station parking area.
The ECC and Aeon signs you see are English language schools. Japan is packed full of English schools, most of them next to the station. It's a racket—a very very lucrative racket. Most of these English schools charge far too much money and giving really shitty lessons in return.
