Опишу только собственные ощущения, понятно, что очень субъективные.
Длится это всего несколько минут, не более пяти - десяти, краски начинают вдруг очень резко меняться из-за смены света... контуры, очертания начинают вибрировать... возникает ощущение нереальности или чего-то магического...
И затем так же резко пропадает, как и появилось...

This is a beautiful photo. I like taking a stroll in evening. I've shifted from the hills to a very busy city, evenings in both places are different. But somehow dusk has been a very peaceful time in both the places. Everyone, along with nature seems to be at ease.

Yes, dusk is a quiet time. Yet I can feel energy spilled around..
