The Netherlands, the most open country for marijuana in the past 50 years!

The Dutch attitude towards cannabis is called a gedoogbeleid.

荷兰明确的规定，大麻咖啡馆必须遵守以下的规定，便不会因为出售大麻而被起诉：
1.向每人每天出售的大麻不得超过5克；
2.不得出售硬性毒品；
3.不得刊登毒品广告；
4.不造成滋扰行为；
5.不让18岁以下的人入内或向其出售毒品。

荷兰的禁毒成果：
荷兰吸食硬性毒品的人数，逐年减少，成为欧洲瘾君子最少的国家。
所以有人提出，大麻不是酗酒，并不会使人上隐，它只是人生之中的一种阶段性的生理现象。
70%的人在吸食过大麻之后，反而不会去吸食硬性毒品。

所以开放大麻，反有助于降低吸毒的危害。
