It's a complex subject with lots of moving parts. Think of it like nuclear energy. One thing we can be sure of is that it is powerful and with great power comes great responsibility. Out of non-green energy sources, nuclear energy is the best thing we have. But we have also built terrible weapons with it. AI will be used in defense a lot. Personally I see it in a similar light of Nukes being developed as weapons of war. I don;t like it. But it's an inevitability. AI are too powerful to ignore. They can also easily go Chernobyl. So it never hurts to be too safe. with it.
