The shield generator is there to prevent stealing of resources. If you are under constant attack you should still be able to use the shield generator. You would not be able to pay for the shield generator with resources if you are constantly looted. Thus the resources is taken from the income instead to always allow usage of the shield generator even if you are under constant attack.
It is a preview of how the new shield generator building will work.
You can charge the "battery" of the shield generator. Once it is fully charged you can activate a shield which will prevent stealing of resources.
OK. I get this... but what about the -10% income?
That's is the cost for charging. You will get 10% less from your mine during the time that you charge.
