I think part of the issue is that even a non-ROI bid bot vote creates the expectation that the initial investment get returned, along with the expectation that the community at large recognize that the vote buying has taken place and thus they must legitimize and compartmentalize it. That's not really a reasonable expectation of post valuation. Nobody should be responsible to review the ratio between the bid amount and the vote to figure out if it did or did not have ROI to determine whether or not to downvote. Short of burning rewards and DAO donations, which I begrudgingly support, vote buying should not exist, so we can look solely at the relationship between rewards and post quality and vote appropriately.

I agree.
The problem with how it works now is even if your ROI is 10% negative, you are still taking a massive amount of reward...its just going to the bot owners.
Setting it to null or steem.dao is the best current solution amd the bot owners still profit.
