Flash floods are hard to deal with, especially as a responder.

They happen really fast, often without warning, and you can't fight the power of that much water moving so fast.

Pretty much all we can do is help with the cleanup afterwards.
Where I live we don't get too many flash flooding incidents, but we do get quite a lot of regular flooding. Mainly because it rains a lot here and we have a bunch of mountains nearby.

Those folks have a hard couple of months ahead of them as they sort things out and get their lives back on track.

Maybe one day, when Steemit is big enough (Facebook sized) we could have a disaster recovery fund to help out people affected by events like this.
