My guess would be to pay for the expensive occupation Trump always complains about. Because you know those pesky Syrians don’t make it easy for us to take the oil their stupid country is sitting on and for some reason they won’t just give it to us so it costs a lot to forcibly take it! In Trump’s mind we deserve to get payed for stealing it:) and probably all of the above you mentioned.
