I think one reason for the polyester bags might be weight for when you're purchasing. With plastic and polyester the bags are so light the scales at checkout don't register their weight, but they might register a bit of weight on a heavier cotton bag and that would be charged at the weight price of what you're purchasing. So maybe look at the lightest cotton fabrics over heavier ones.
