The better question is why do generally nice law-abiding people tolerate this kind of gangsterism? They simply live complacently trusting the benevolent monopoly bosses. Behind them are the crowds ready to do the same because 'why on earth would you want to get energy from the sun?' and 'You're probably some commie using these solar panels to communicate state secrets via satelite, and the commander should do more to curb your activity'. Even Linux users are still is seen that way by a lot of people. So when you start putting things on your roof, they hand you a tin foil cap.
