I think this is also how the laws are in the African countries. But the price for a pangolin is so high that people are tempted to sell them to Asian smuggler instead of eating it themselves.
Laws will be there but it's time to show urgency and strictly enforce these laws to reduce smuggling. law making is nothing except to make ourself fool, if we can't implement them strictly. keep sharing:)
For sure! The laws need to be backed up by enforcers such as police, border controls etc.
