Getting your content "Seen" depends on whether it gets accepted by the crowd who curates (upvotes) your post. As well as the follower count and your follower quality. Of course a person with 3000 followers gets potentially more views than that of 30 followers if both their posts are objectively of similar quality.
But would having 3000 bot followers do anything to a post at all? as compared to 30 followers whom have close connection to you and are your hardcore fans?
higher SP means you have bigger stake in the Steem reward pool (hence bigger upvote). Of course some smart users peddle this fact to get more followers, more power to them and so gets more attention to them.
Say if you are a high SP steemian that is known to upvote comments to your post that are supportive, insightful, original and reflective to the content of the post. Of course more people would pay attention to your stuff as there are incentive to engage with you.

Even minnows and planktons (super low SP) can gain celebrity if one's content is phenomenal and their personality well liked. which is why i've always told people to put more emphasis on engagement than post perfection.
