Communism is a political rationality that looks to bring a more libertarian (commonly fundamentally populist) dispersion of social advantages (wage, riches, the social bases of confidence and so on) about. The component through which this populism is acknowledged is through social responsibility for parts of the methods for creation. This could possibly require state responsibility for enterprises, what in England have been known as the telling statures of the economy.
