In my opinion it is closely related to the content and purpose of it. If your goal is just to hurt someone's feelings, then of course not - that is called being a douchebag :)
BUT, criticizing someone is always hurtful to the other side, that's how things gets done. You need to rock the boat for people to get out of their comfort zone.
